DEFENSE DEPT
Apparently Dept. of Defense is shaking down colleges and universities for lists of all students 18-35. Ostensibly for recruiting purposes. They are also trying to implement a system that would provide a students complete educational record, from from kindergarden on. I don't want to be a paranoid fearmongerer, but I want people to know what's going on. I know for a fact that student lists were requested from several chicago institutions by the DoD, including the one I work at. As to whether or not schools are complying, I'm not sure. I really don't think the student-record-level reporting will pass, it's getting severe opposition from educational institutions and is technically in violation of the Family Educational Right to Privacy Act: http://www.ed.gov/policy/gen/guid/fpco/ferpa/index.html

That may be related in some way. But this entails the DoD actively contacting institutions and requesting lists of enrolled students, regardless of whether or not they've applied for financial aid.
